Ryan Wolkov is back in the news again and -again- not in a good way.

I first mentioned his name in conjunction with Hacienda Encantado and a company called Private Travel Corporation in June 2014, and updated the information extensively in another post on June 26, 2016. I think you should follow the link to that last post to get a thorough picture of the accusations against him.

Do note that just as was the case in 2016, the State of Utah still has no record of a company named Private Travel Corporation; if it is registered in some other state I don’t have that information. Also, the Utah BBB still gives the company an “F” grade, and the address provided is still a UPS mail drop. The website name privatetravelcorporation.com, as provided by the BBB, is still registered but no such website currently exists and WHOIS shows an expiration date of 2017-12-26.

Moving right along, I’ve recently received more complaints about Wolkov, PTC and Hacienda Encantada and here are two of them for your edification (quoted exactly as written). You may draw your own conclusions.

received 1/12/2018 – Ryan Wolkov today is the head of sales at Hacienda Encantada.
We met with him this week.
He was actually incredibly helpful and was able to answer some questions but now I’m worried after reading your article.

In 2014 we signed up with PTC.
The first two charges on my credit card looked like the correct amount but I didn’t recognize the company name or bank.
Capital One investigated it and said it was fraud.
PTC never paid us.
Next year we visited HE and were told the sales man didn’t set it up correctly. He meant the $2500 downpayment was not received. We ended up paying $1250. All together we have about $18,000 invested in HE.
2nd year and 3rd again we didn’t receive payment from PTC.

This week we were told by Ryan that we were not in the PTC system at all. Really? My wife is a legal secretary and saves everything.
She pulled out the docs with emails from PTC confirming they had received our information.
Ryan made a call and some how made contact with a person at PTC that said yes we are in the system but are not eligible until 2018.
You know I’m think now if I asked Ryan to put the woman he was talking to on speaker, no one would be there.
My wife and I were so frustrated at this point I explained to Ryan that there is an group email of almost 200 people who have not been paid by PTC.
He’s response, the owner will be happy to buy you out. The whole $18,000 right now.
I should have called his bluff.
I’m pretty sure that’s all it was because he then advised us to wait. He could find us a HE owner willing to pay $40,000 to $60,000 because our room was worth $85,000.

What does it say of the owner that he still has Ryan working here and head of sales?

We’ve been lied to and mislead since we bought here in 2009
Yes it’s a beautiful place but I think we’ll just rent our weeks if it doesn’t sell and never come back here.

Here’s another one, much shorter but perhaps sadder because the victims are in their mid 70’s and have lost money they could not afford to lose.

received 9/23/2017 – I have the same complaints as everyone else that has had the bad luck to have done business with Ryan Wolkov. My husband and I have spent over $37,000 in Jan. 2016 to invest in a timeshare in Hacienda Encantada in Mexico. We were promised $70,000 for our Hilton property within 6 months. It has been almost two years and nothing has happened in that regard. We paid cash for our timeshare, the walk away agreement and 2Xrefund on maintenance fees if timeshare not used each year. I now believe that none of these contact conditions will be honored now or ever. The only reason we paid cash is because we believed the sale of our Hilton property would be coming in a few months. We are now in debt and cannot afford to travel anywhere. We are 75 years old and this has ruined our plans for our retirement years. We were fools and hope there is some way we can get our money back or at least able to warn others of this criminal behavior.

Again, If you have evidence that PTC or its associated entities have not fulfilled their promises, write to the Gatekeeper with the details. We need to know, but we need to know actual factual details that are verifiable.

And because I haven’t done this in quite a while, here are some important contacts for you if you think you have been scammed.

  • your state attorney general’s office; Make sure to mention it is an international, multi-state scam so they can coordinate with other attorneys general
  • the FBI via IC3 (a partnership between the FBI and the National White Collar Crime Center. The IC3 not only collects complaints but also analyzes them, links similar complaints, and discerns patterns in order to help law enforcement identify the scammers);
  • the US  Marshals Service;
  • Interpol – United States Central Bureau; Interpol’s databases help law enforcement see the big picture of international crime. While other agencies have their own extensive crime databases, the information rarely extends beyond one nation’s borders. Interpol can track criminals and crime trends around the world. They maintain collections of fingerprints and face photos, lists of wanted persons, DNA samples and travel documents. Their lost and stolen travel document database alone contains more than 12 million records. They also analyze all these data and release information on crime trends to the member countries.
  • the Department of Justice – Office of International Affairs; and anyone else you can think of.
